Protos Consulting is a Project Development Company, founded in 1996, offering operations analysis, project management and technical services to the natural gas, oil refining, petrochemicals, alternative fuels, coal-to-liquids and mineral processing industries worldwide.

Consulting Services

Protos Consulting offers services to industry clients, information technology companies, engineering firms, government departments and agencies, industry regulators, insurance companies, law firms, trade organisations and NGOs. Specialist services include troubleshooting and technical investigation, technical assistance and expert witness, and independent industry opinion.

Extensive industry experience, with contacts and associates in the US, Europe, Middle-East, Australia, New Zealand, China and SEAsia ensures a wide range of assignments can be undertaken. These include business process studies, audits, market analysis, feasibility and techno-economic evaluations, optimisation systems development and services for process simulation and front-end design.

Expertise is available for supply chain optimisation, decision-support applications, strategic planning studies and industry surveys and benchmarking.

Consulting services are also provided for oil movement, process automation, and blend management projects, with expertise available for data reconciliation systems, yield accounting and company-wide commercial applications.

Project Development

Protos Consulting offers Project Development and Project Management services for conceptual, validation and pre-feasibility studies, bankable feasibility studies (BFS) and front end engineering design (FEED). Project Management services are also offered for studies, surveys, and technology evaluations. Services range from specific engineering projects and industry studies to business re-structuring, custom decision-support requirements and company-wide supply chain initiatives.

A "Protos Revenue Improvement Survey" is offered to clients for an independent review of business operations. The survey methodology uncovers synergies and opportunities to increase Gross Margin at processing plants, including oil refineries, petrochemical plants, gas processing and mineral processing facilities. The survey also provides an action plan to improve supply chain management and facilitate supply chain optimisation initiatives.

Training courses and seminars are available for refining and petrochemicals economics, process technology, investment analysis and environmental issues. Courses and seminars are customised to individual client requirements.

Costa Tsesmelis is a chemical engineering consultant with 35 years of technical, managerial and commercial experience in the downstream oil and gas industry. His experience has been gained with major oil companies, independent refiners, international consulting firms, engineering contractors and clients in the US, Europe, Middle-East, Australia, New Zealand, China, and SEAsia. He is the founder and Director / Principal Consultant of Protos Consulting.

Costa's process design and project management experience covers refinery gas plants, LPG and condensate recovery, gas treatment, crude oil refining, aromatics production, gas-to-liquids (GTL), coal-to-liquids (CTL) and naphtha gasification facilities. His industry experience includes refinery operations & technical services, supply chain management, products trading, marketing, distribution and strategic planning support.

Costa is an expert in the use of decision-support applications and the development of optimisation systems in the downstream oil industry. His consulting experience covers decision support across the entire manufacturing and supply chain, with expertise for organisational restructuring, transformation studies and change management for processes and methods to successfully introduce new technology. In addition, Costa's experience covers technology evaluation including renewables and carbon capture, technical investigations, expert witness and industry studies. He has also provided expert advice on novel CO2 extraction processes, coal gasification and direct coal-to-liquids (CTL) processing.

In recent years Costa has project managed software development and information integration projects at refineries in Europe, and has been involved in supply chain improvement projects with major oil companies internationally. His expertise and interests include audit and due diligence support services, refinery & process plant revenue improvement surveys, fuel & loss studies, and project development in the areas of alternative fuels, and coal-to-liquids. In addition to oil & gas, Costa's experience extends to Alumina processing and Nickel refining, and he has worked on important assignments for these industries in Western Australia. He has also developed and presented seminars on energy conservation, oil refining and petrochemicals economics, process technology, investment analysis and environmental issues.
